The title of PhD supervisor or the habilitation obtained in accredited universities from European Union member states, from the European Economic Area, from the Swiss Confederation and from prestigious universities from other member states included in the List of prestigious universities from other states, approved by the Ordinance of the relevant Minister and periodically updated, is automatically recognised by the higher education institutions, that is the organizing institutions of university doctoral studies from Romania.
The title of PhD supervisor or the habilitation obtained in other accredited universities from abroad other than those mentioned at Art. 5 will be recognized only on the basis of an international agreement of mutual recognition, signed at intergovernmental or interuniversity level.
The provisions of this procedure are for Romanian citizens, citizens from European Union member states, from the European Economic Area, from the Swiss Confederation and citizens from third countries.
Art. 8. In order to recognize the title of PhD supervisor or the habilitation, the applicant submits the file at the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati secretariat, which has the following documents:
- application for recognition drafted according to the model (Annex 1),
- ID card – copy – and the proof of changing the name – copy and legal translation (if it is the case),
- copy according to the original PhD diploma if the study document was obtained in Romania or at one of the accredited universities mentioned at art. 5, respectively the recognition certificate issued by Centrul Naţional de Recunoaştere şi Echivalare a Diplomelor (National Center for Recognition and Equivalence of Diplomas) (hereinafter referred to as CNRED) if the study document was obtained in other accredited universities from abroad. Diplomas that are not issued in Romanian will be legally translated.
- diploma/certificate which proves the title of PhD supervisor or the habilitation issued by the institutions mentioned at art. 5 and art. 6, legal translation,
- curriculum vitae of the applicant in Romanian or English which will include details about the past activity as a PhD supervisor (as the case),
- applicant’s list of works in Romanian or English.
“Dunarea de Jos” University of Galati, as an organizing institution of university doctoral studies, can request other documents or information according to the criteria established by the doctoral schools.
In the application for recognition it will be mandatory to mention all the contact details (mail) of the applicant, for communicating during the recognition process. Ensuring the correctness of the information in the file and sending any additional information or clarifications requested by the university is the responsibility of the applicant. Failure to resolve the request cannot be imputed to the university if the file is non-compliant and / or the applicant does not respond within the period of the requests regarding its completion or correction.
The recognition of the title of PhD supervisor or the habilitation by the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati, according to this methodology, is s valid and produces legal effects only at the level of “Dunarea de Jos” University of Galati.
The time limit of the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati secretariat for recognizing the title of PhD supervisor and the habilitation, obtained in accredited universities from abroad is 10 working days from the registration date in “Dunarea de Jos” University of Galati.
The time limit for evaluating and issuing of the Report of acceptance or non-acceptance by the Doctoral School Council, to which the applicant's doctoral field is assigned, is 20 working days from the registration date.
The Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati, as a public institution according to the legal norms in the research-development national system, after evaluating the file by the Doctoral School Council to which the applicant's doctoral field is assigned, presents the final answer regarding the recognition / non-recognition of the title of PhD supervisor or the habilitation within 5 working days of receiving the Doctoral School Report.
The recognition / non-recognition decision is issued after presenting the final answer by the Rector of “Dunarea de Jos” University of Galati.
The appeals for non-recognition of the title of PhD supervisor or the habilitation by the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati will be submitted within 15 days since receiving the decision. The committee for analysing the appeals will be proposed by the Director of the Council for Doctoral Studies and will be constituted of 3 specialists from the applicant’s field.
The answer for the appeal regarding the non-recognition of the title of PhD supervisor or the habilitation by the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati will be communicated within 5 days by the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati management.
In case that during the process of recognizing the title of PhD supervisor or the habilitation, the Organizing Institution of University Doctoral Studies – “Dunarea de Jos” University of Galati considers necessary to consult to the bodies of the relevant ministry, the terms provided in the present methodology shall be extended accordingly.
